INTRODUCTION

INTRODUCTION

Kampala the Capital City

Kampala takes its name from the Bantu word ‘Mpala’ meaning a type of antelope, which, it is said the Buganda chiefs used to keep on the slope of a hill near the King’s palace. The name “hill of the mpala” was given specifically to the hill on which Captain Frederick Lord Lugard, a British administrator, established his Fort in December 1890. At the Fort, which was also an administrative post, Lugard hoisted the Imperial British East African Company flag in 1890, which in 1893 was replaced by the Union Jack. The Fort at Kampala hill, as it became known (now known as Old Kampala Hill) attracted several hundred people and a small township developed.

As time went on traders erected shops at the base of the hill, and by 1900 the confines of the hill had become too small for administrative purposes.

Kampala grew and the town spread over the surrounding seven hills. These historical hills are Rubaga, Namirembe, Makerere, Kololo, Kibuli, Kampala (Old Kampala) and Mulago. On top of three of these hills, Rubaga, Namirembe and Kibuli, places of worship were built – Catholic, Protestant and Muslim respectively.

In 1906 Kampala was declared a township, and the railway joining it with the coast reached Kampala in 1915. In 1949 it was raised to Municipality status, 1962 it became a city and in October of the same year it was declared the capital. The city has continued to grow and now covers 23 hills over an area of nearly 200 square kilometers.

Kampala is a modern city with its centre largely made up of government buildings and neatly bisected by the Kampala-Jinja highway. Up-hill all is calm with pleasant colonial-style buildings and pretty streets lined with jacaranda trees.

Visitors to the city are impressed by its greenness.

I sincerely welcome all of you.
The theme for CHOGM 2007 is ‘Transforming Commonwealth Societies to achieve Political, Economic and Human Development’. Throughout our sessions, we hope to exchange a great number of insightful ideas on transforming our societies and uplifting the standard of living of our peoples. I am very optimistic that this meeting will be very timely and birth a new set of clear and measurable strategic principles that will steer the transformation our societies towards political, economic and human development.
I am confident that the next few days of CHOGM 2007 can and will meet these expectations.

MEETING INFORMATION,
ACCESS CONTROL AND SECURITY ARRANGEMENTS

Security
The Uganda Police Force together with other security agencies has the responsibility of offering CHOGM delegates the necessary security before, during and after CHOGM.

Uganda will host CHOGM 2007 in the cities of Kampala and Entebbe. These two cities and other parts of the country are favorably rated as low crime cities by many world governments, civil society and visitors to Uganda. This is because of a tradition of warm hospitality, a legislative framework that discourages lawlessness and an effective enforcement mechanism.

Whereas Uganda has a low crime rate, petty crime may not be ruled out, if some basic security measures and precautions are not taken.

The threat of international terrorism has made many world nations implement some security regulations that may restrict access of certain persons to certain places and times.

Access with some specified (controlled, restricted or prohibited) items may also be instituted
Security Guidelines
· Fulfillment of immigrations requirements is a prerequisite to entry into the country.
· Do not leave personal belongings unattended.
· Register and obtain accreditation documents to access you to restricted places.
· Visibly wear your conference access badges in the conference facilities and programmes.
· Mark your valuable properties. Deposit very valuable property with the hotel management or in safe deposits in your hotel.
· Do not accept gifts, parcels or packages from strangers and do not entrust your property with strangers.
· Declare to the premise authorities any non registered accompanying companion(s)
· Submit to security searches/ screening and declare any prohibited items in your possession.

The following items shall be prohibited in the country:
· Firearms and ammunitions
· Explosive materials and incendiary devices
· Dangerous items & Dangerous substances

Items such as the following may be restricted in certain conference facilities and times:
· mobile and satellite phones,
· computers, cameras [video, still, digital], audio recorders, other electronic and electric equipment

When moving out:
· Seek guidance from hotel management, or event organizers or security to recommend areas of interest.
· Travel in groups
· Take own car or use accredited and marked taxis and take note of the registration number.
· Travel with light property and jewellery
· Avoid taking or giving lifts to strangers.
· Carry your identification documents. The conference badge is highly suggested.
· When you feel/ observe that you are being stalked, quietly move away from that scene to safety and inform the nearest authorities (Police, hotels, protocol).

Immediately report loss of any property to security, event organizers or hotel management.

Access control
For security and privacy purposes, the number of delegates, officials and staff in the vicinity of their Heads of Delegation will be limited to a maximum of 02 officials/ aides. It is expected that all delegations cooperate with the security authorities at each venue and abide by these instructions in order to avoid inconveniencies to the HODs and over-crowding.

Access to restricted areas of the meeting and entry into CHOGM shuttle buses will be permitted to only accredited persons who are in possession and wearing on external garments appropriate and valid accreditation badges.

Float badges maybe issued to CHOGM pass holders to enable them access designated security zones. These will be specific to a given venue, event and time/date.

Temporary ONE -DAY passes to certain restricted areas will be issued on application to those who may not have the authority to access given areas or events. Such passes however will only be issued on written application to the Manager Accreditation, CHOGM Secretariat at Statistics House. When written authority is granted, the applicant will be met at the perimeter entrance where matching identity will be checked before being escorted to the venue. A valid passport or Identity Card will have to be deposited in exchange for the temporary pass. The passport shall be returned once the pass is returned on that day.

Float badges and temporary passes can only be issued to those possessing a valid CHOGM accreditation badge which shall be worn in addition to either of these.

Security screening will be implemented at all CHOGM venues. All persons seeking access to all such venues will be required to only pass through designated access points and submit for a security search. The exception to this requirement is Heads of Government and their spouses. The security search will involve the person walking through a walkthrough detector or to be frisked by a handheld detector. All carry on items like phones, laptops, cameras, catering, stores, handbags, mail, delivery items, etc shall be screened using x-ray machines. All such screening and searching will be as per the internationally accepted International Civil Aviation Organisation (ICAO) standards and recommended practices.

Vehicle security arrangements will also be in place. Authorized vehicles shall be given stickers that shall enable them travel along specified routes, parking lots or pick and drop delegates. Delegates with a special need to have such vehicle access shall apply to the National Taskforce for the appropriate vehicle sticker.


ACCREDITATION
Pre-conference registration for an accreditation badge is highly encouraged. This will enable early production of badges. Such accreditation badges will be distributed at Entebbe International Airport by the country or group Liaison Officers. Only those persons who have applied for CHOGM 2007 accreditation by filling a registration form shall be issued with a badge. Provision of supporting documents is a mandatory requirement for all applications

Those who miss early registration shall have to apply for the badges at the Accreditation Centre at Statistics House on arrival. There might be some inconveniences in processing such late applications.

Accreditation Centre
The CHOGM Accreditation Centre is located at the Statistics House (Next to Ministry of Foreign Affairs Headquarters). The Accreditation centre will be open to the public every day from 8:00 am to 8:00 pm starting 21 Oct 2007 until 30 Nov 2007.

CHOGM Badges
All members of delegations and other participants will be provided with distinctive CHOGM badges. These security printed CHOGM badges are colour coded according to the category for each participant, embrace personal details and a high definition photograph of the holder, and have specific zone designations.

The CHOGM badges are not transferable and have to be worn at all times at CHOGM events/ venues and while using CHOGM transport. The badges must be clearly displayed by wearing them on the external garments at all such times and ONLY using the distinctive CHOGM lanyard or holding material.

Issue of replacement CHOGM badges
Replacement CHOGM badges are only available from the CHOGM Accreditation Centre at the Statistics’ House.

Lost or stolen
It is important that lost or stolen CHOGM badges are immediately reported to the CHOGM National Taskforce or to the nearest Police Station or Police Post.

Replacement of lost or stolen CHOGM badges will only be issued following the appropriate investigations by the security services. A temporary or a replacement badge will only be issued to the delegate in person upon proof of identity and supporting documents.

AIRPORT FACILITATION

All flights will use the Entebbe International airport. The airport is a 30-40 minutes drive from Kampala where delegates’ hotels are located. There is a CHOGM Help Desk at the Arrivals Hall.

Two types of arrivals will be facilitated, dedicated aircraft flights and commercial flights. All Heads of Delegation with dedicated aircraft together with their delegations will go through the new VVIP facility at the airport. The VVIP facility is equipped with 3 Presidential lounges, customs, Immigration, Press room, Duty Free and Security Operations.

Heads of Delegation on commercial flights will go through the International terminal but operators will be instructed on arrival to hold all other passengers on board until after the disembarking of the Head of Government.

Arrival Procedure

30 minutes prior to touchdown red carpet will be positioned.
15 minutes before touchdown, the motorcade takes position on the tarmac.
On touch down, flight will be led to reception area.
When aircraft comes to a standstill red carpet will be rolled out up to the foot of the stairs.
Accredited High Commissioner and Uganda’s Chief of Protocol or his deputy board aircraft and invite HOG to disembark.
Accredited High Commissioner and Uganda Chief of Protocol disembark and await HOG at foot of the stairs.
The Head of Delegation will be met by a designated high Government official at the foot of the front staircase of the aircraft. If the Head of delegation is on commercial aircraft

Will receive a bouquet of flowers.
Luggage to be off loaded onto a luggage van.
Once the luggage is collected and placed in their cars and the visa procedure (where applicable) is completed for the aide, the Head of Delegation and Spouse will then be led to the VVIP car and leave for Munyonyo. The other delegates will be in other cars/minibuses and proceed to their respective hotels.
OR
The Head of Delegation will be led to the VVIP Lounge together with his/her aide and the welcoming Senior Ugandan Official while the rest of the delegation pass through and board their cars immediately. There is a possibility that a support officer from the just arrived in-coming delegation will remain at the VVIP Lounge to handle baggage and visa issues that may arise and then proceed to the hotel after the rest of the delegation. A small pool of Ugandan Protocol officers shall be stationed at the VVIP Lounge to service such issues.
Protocol receives passports and relevant documentation for clearance.
Rest of HOG entourage handled according to a separate plan.
All HOG entourage will be cleared from VVIP facility.
Restricted number of Delegates will leave with Head of Delegation.
Transport will be provided for the rest who will not be part of the official convoy.

In addition, the accredited High Commissioner can also bring along a few support Officers from his/her advance team or the High Commission concerned, to assist. In the case where the respective Minister of Foreign Affairs would like to greet his/her Head of Delegation and provided that he/she can absent himself/herself from the Foreign Ministers’ Meeting, the Minister of Foreign Affairs, may join the high Commissioner in the welcoming party, BUT only a total of FIVE welcoming persons from the country involved will be allowed. The High Commissioner and the supporting officers together with the Foreign Affairs Minister (where is the case) have to arrive at Entebbe International Airport in one single car.
It is important to clarify that the Minister of the Visiting country CANNOT board the aircraft with the Chief of Protocol and the accredited High Commissioner, but must stay with the Ugandan Welcoming Minister at the red carpet reception area. Transport arrangements for the High Commissioner, the supporting officers and visiting Minister to come at the airport have to be arranged by the country concerned.
If a particular country has no accredited High Commissioner to Uganda, but nevertheless feels it is proper to have somebody from its delegation to receive the Head of Delegation, the country concerned must contact the Chief of Protocol or the assigned Liaison Officer to notify who shall be welcoming the Head of Delegation at the airport. The same threshold of a maximum of five persons shall be maintained.
A pool of floating (not attached to any country) Liaison Officers will also be available at the VVIP Lounge to provide any assistance on the spot.

Departure Procedure

All departures by air will go through the normal security and baggage check-in procedures at the Entebbe International Airport.

All Heads of Delegation departing on commercial flights go through the International Terminal and those on dedicated aircraft through the VVIP Terminal as in arrivals.

The Head of Delegation will pass through the VVIP accompanied by the same number of officials as in his/her arrival. The foreign Minister will also use the VVIP Lounge.

Other members of the delegation should have arrived at the airport and cleared at least two hours before the Head of Delegation. The Other delegation members must board the plane at least thirty minutes before the Head of Delegation.

Entebbe International Airport security must screen all luggage before they are loaded onto the aircraft except for the Head of Delegation which will be driven straight to the aircraft.

All members of the Delegation except for the Head of Delegation and his/her spouse and immediate aides, shall board the aircraft first from the rear doors of the aircraft. Once this is done, the accredited High Commissioner and the Chief of Protocol or his representative shall accompany the Head of Delegation and his/her party to the end of the front staircase of the aircraft.


The Chief of Protocol and the accredited High Commissioner bid farewell and the Head of Delegation ascends to the Staircase. If there is no accredited High Commissioner, a member of the advance party can bid farewell and shall accompany till the end of the front staircase.

A pool of floating (not attached to a particular country) Liaison officers will be available at the VVIP Lounges, also to assist the outgoing delegations with luggage clearance if need be.


Baggage

A special tag will be used to identify the baggage of Heads of Delegation and their spouses. Delegation baggage officers are to liaise with the Ugandan liaison officer and ensure that on the day of departure, the baggage of Heads of delegation and their spouses are ready for collection at least three hours in advance. An official CHOGM baggage tag should be attached to each item of baggage to facilitate identification and clearance.



HOSPITALITY AND COURTESIES

The Ugandan Government will provide at its own expense the following accommodation:
One suite for each Head of Delegation and Spouse from the afternoon of Thursday, 22 November to the morning of Tuesday, 27 November 2007.
A suite for each Minister and Spouse from Tuesday, 20 November to Sunday, 25 November 2007.
Accommodation for one aide from Thursday, 22 November to Sunday, 25 November inclusive of normal meals and non-alcoholic beverages, Laundry and dry-cleaning services, Telephone and Facsimile calls within Uganda.


In addition to the costs for accommodation the Ugandan government will also meet the following personal expenses for Heads of Delegations and Foreign Ministers and their Spouses:

Delegations will be responsible for settling ALL other charges directly with the hotel.

There will be two dedicated Liaison Officers per delegation, one for the Head of Delegation and the other for the Foreign Minister and the other Members of the delegation.

The Government of Uganda will also deploy two ADCs to each delegation, one for the Head of Delegation and the other for the Spouse.
There will be help desks at all major venues to supplement the Liaison Officers.
The Government of Uganda will provide 2 dedicated vehicles for each delegation, one for Head of Delegation and the other for Foreign Minister.
In addition, there will be Pool transport for any emergencies and Shuttle transport for the official programme.

Invitations
Official Invitations will be distributed through each delegation’s Liaison Officer or placed into the hotel room. Please consult your Liaison Officer if you have any questions about Invitations.

Clothing and Dress Code

The following list will serve as a guide to delegates on the appropriate attire for the various events they may attend.

Lounge Suit
Two or three-piece suit, usually in dark tones. Ladies wear dress suitable for business or social functions during the day and cocktail dress in the evening.

Day wear
Dress suitable for business or social functions during the day.

Dinner Jacket
Black jacket with black bow tie used for formal occasions. Ladies wear cocktail dress or evening gown.

Informal wear
Evening social events: sports jackets, sweaters and cardigans are acceptable. No tie is required.

Outdoor events
Light clothing and low-heeled footwear are recommended.

National Dress
National dress is acceptable on all occasions.

The Official, Social and Spouses’ Programmes indicate dress codes for particular functions.


Special Dietary Requirements
Every effort will be made to take into account any special requirements. Halal meat will be used at all official functions.





LIAISON OFFICERS

The CHOGM 2007 Task Force has attached a dedicated Liaison officer to each delegation on the basis of one officer for each Head of Delegation, including the Secretariat, one for each Commonwealth Agency and one for each special guest. Liaison arrangements will also be made to assist spouses of Heads of Delegation. In addition, there is also a pool of liaison officers from which additional liaison officers could be deployed to large delegations. MEDICAL SERVICES

Government of Uganda will cover basic healthcare and emergencies. Delivery of Health Services will run for twenty one days between 12 to 30 November 2007.
Ambulance Services will be provided for Delegates Motorcades on request.
Hours of Operation
Delegates, spouses and support staff may visit the medical facilities for general health problems and for medical emergencies.
Mulago Hospital & other Hospitals will provide a 24 hr, round the clock, emergency medical services. Major Venues/Hotels will have Static Units supported by Mobile Units.
Entry Requirements

Health authorities in Uganda require a valid immunization certificates against Yellow Fever if coming from endemic areas.
Malaria is endemic in Uganda mainly caused by Plasmodium Falcipuram. Malaria prophylaxis is highly recommended.
Health Insurance is recommended
Delegates who require special medical attention have been requested to make prior arrangements with the CHOGM 2007 Secretariat by filling in and forwarding the Personal Medical Form.
Delegates on regular chronic medication should travel with sufficient drug stocks to last for the period they will be in Uganda for the sake of consistency with the brands of medicines they are used to.
All travelers are requested to observe the International Health Regulations (2006) on public health requirements and measures for travelers, and take appropriate preventive health measures for travel to the tropics.

11. THE MEDIA CENTRE

Location:
The Media Centre is located on the third and fourth floors of the Imperial Royale Hotel.

Dates and Times of Operation
The Media Centre will be open from Monday 19, November 2007 to Sunday 25 November 2007.
The opening hours are as follows:
19 – 21 November: 8:00 a.m – 8:00 p.m
22 November: 8:00 a.m – (Open on a 24-hour basis)
25 November: Close of business

Access
Access to all CHOGM meetings and events is restricted except where opportunities are available for media pools. The media centre with its facilities is primarily reserved for accredited media wearing a CHOGM badge.

Special access is granted for pre-arranged interviews and to media requests to cover bi-lateral meetings not catered by pools.

Accredited media wanting to access secure hotels accommodating delegations can only do so at the express request of the delegation through its liaison officer. The liaison officer or delegation security officer is required to come to security and personally sign in every media personnel.

The liaison officer or delegate will escort the media to the bilateral or to an interview room. The media will then be escorted back to security where they will be signed out.

Accessibility
The media centre is fully accessible to persons with disability. Once inside the media centre most facilities are on one level, the others can be reached using a lift.

Briefing rooms
There are two briefing rooms. A main briefing room sitting more than 150 people together and a secondary briefing room will be dedicated to press briefings. Both are located within the media centre.

All briefings in the main briefing room will be recorded by the Host broadcaster and transcripts will be available in hard copy from the reproduction and distribution centre and on the internet.

Bookings in these rooms should be made by delegation representatives at the Broadcast Centre Information Desk.

Briefings will be announced via the Info screens in the Media centre.

Car Parking
Parking for accredited media vehicles will be in a secure area. Drop-off at the Imperial Royale Hotel will be allowed for accredited vehicles with security clearance.

Emergencies
The media centre is equipped with smoke detectors, hose reels and extinguishers in case of fire.

Should an evacuation be necessary, you will be advised via a Public address system. Please follow the directions of the Media Centre Management and staff and security personnel.

Telecommunications
An extensive range of telecommunications facilities is provided from the Media Centre. All local telephone, mobile and fax calls are free of charge.

A charge card/PIN system for the payment of all international telephone and fax calls has been installed together with a number of payphones. International phonecards, cellular phone sets and top-up cards are available for sale from a dedicated retail outlet in the media centre.

Internet
Internet access is available on the desktop computers in the Media Work Area.

Interview Room
The media centre has a bookable interview room in addition to the main media conference room. It can also serve as a one-on-one interview room.

For your usage, splitter boxes have been installed at the spill-over room. Enquiries regarding the use of this room and facilities in the spill-over room should be directed towards the Broadcast Centre Reception Desk.

Lost and Found
A lost and found service is located in the Media Centre’s reception desk.

Main Media Conference Room
Located on level four of the Imperial Royale Hotel and seats over 150 people.

Media Information Service
The Commonwealth Secretariat and the CHOGM 2007 Task Force will provide a comprehensive media information service.

Media Interviews
Every assistance will be given to meet requests for interviews. Media seeking interviews with Heads of Government, Delegates and Ministers should contact the Media Information Office person. Advance notice of such requests will be highly appreciated. Should one-on-one interviews take place at a secure venue, outside the media centre, you will have to be escorted by a media information officer.

Media Working Area
Desktop computers are available at workstations in the media working area. A smaller number of plug and play areas for laptops and fax facilities are also available.

Desktop computers are equipped with Microsoft/Windows software packages and internet services.

Each workstation has access to a desktop pay telephone, which operates by using a charge card/PIN system for the payment of all international telephone and fax calls. All calls to local telephone, mobile and fax numbers are free of charge.

A Wi-Fi service is also available. Media using their own laptops will be able to plug into standard modem points provided at the work stations.

Messaging Service
Plasma television screens in the media work area will serve as the focal point for updates, scheduled media conferences, changes on the programme, pool logistics and the latest news.

Messages can be handed to the CHOGM Task Force offices for distribution.

Mobile Phones
Mobile phones will be available for hire and sale from the mobile rental facility located in the media centre.

Monitors
Monitors installed in various locations in the media working area will carry footage of all events covered by the host broadcaster, event schedules, conferences held in the main media conference room and leading news networks. The monitors are operated by the media centre staff, so please ask a staff member if you would like the channel changed on any of the monitors.

Newspapers
Complimentary copies of a special edition of Uganda’s leading English newspaper The NewVision will be available in the Media Centre sitting area. International newspapers and magazines will be on sale from a retail outlet.

Pools
Access to some CHOGM events will be on a limited media pool arrangement. The Commonwealth Secretariat is responsible for the selection of the pools.

Private Offices
There is a limited number of rooms that are available for reservation as private offices. The service is on a first come first serve basis.

Storage
There is a limited storage facility for smaller items in the Media Centre. Storage space can be rented on a first come first serve basis. For enquiries please contact the CHOGM Task Force offices at the Media Centre.

Whilst all care will be taken, the CHOGM 2007 Task Force takes no responsibility for damages or loss of articles stored. Articles are left at the owner’s responsibility.

Telephony Services
Desktop payphones with a data connection are located in the media working area.

Directions on how to use the desktop pay phones are located at the back of phone cards which can be bought from the retail outlet of the media centre.

Pre-paid phone cards enable the cost of each call to be automatically deducted from the card.

Phone cards are available from the retail outlet of the media centre. Payments for all international telephone and fax calls will be charged via a card/PIN system.

International calls from Uganda require a 000 prefix before a country code.

Transcripts
Verbatim transcripts will be provided as soon as possible after the completion of each press conference that takes place in the main media briefing room. Copies will be made available from the Reproduction and Distribution Centre. Selected transcripts will also be available online on the CHOGM portal: www.chogm2007.ug.

Transport
A shuttle transport service will be operating between CHOGM designated media hotels and the Media centre. Transportation will also be provided for media pool events and any special media event. This includes a number of cultural events which have been organized for the accredited media. Details will be available from the reception desk of the media centre.

Broadcaster facilities
Globecast and the host broadcaster will assist with all television production requirements, including ENG crews, edit suite bookings and rate card enquiries. Television edit suites are provided on a first come first serve booking basis via the broadcast centre reception desk.

Satellite Transmission
Globecast Africa will assist with all international satellite transmissions.

OFFICIAL CHOGM PORTAL
A CHOGM information portal has been developed by the Ugandan Government. This gives way to several layers of information through a single website : www.chogm2007.ug, which will give access to a data warehouse of information and a series of services relevant to the media’s needs.

This will include an even calendar, media information, links to local services, photo images, live web-streaming of CHOGM events, official statements, committee reports, declarations and communiqués, transcripts of key media conferences, media releases and selected still images from the official photographers.

Allocation of vehicles
Each delegation will be provided with five official vehicles as follows:

Transport for the official Spouses’ Programme will be provided by the Task Force. Liaison officers attached to each delegation will assist with the arrangements.

Shuttle Transport for Delegates
Where the size of a delegation is larger than the vehicles provided, additional transport would be made available to transfer the delegates between the airport and hotels on arrival and departure.

A schedule has been drawn to transport delegates between hotels and the venues for various events.

A total of 30 executive buses (55-seater) and 20 executive buses (30-seater) will be available to Shuttle delegates to and from the Airport, hotels and event venues.

The Task Force will provide transport between airport and hotel venues on arrival and upon departure for delegates and to all official CHOGM events. Access to CHOGM transport will only be permitted on presentation of the CHOGM badge.

GENERAL INFORMATION

Banking Services and Currency
There are banking facilities in various locations in all urban areas in Uganda. Major credit cards are accepted in all major hotels, restaurants, shops and entertainment venues. Most internationally recognized currencies and travellers’ cheques can be exchanged easily at commercial banks, hotels, bureau de change and at Entebbe international airport.

The national currency is the Ugandan Shilling. ATM and foreign exchange services are easily available in many parts of the country.

Climate
Uganda actually enjoys a variety of climates with more than 2,000 millimeters (80 inches) of rainfall per year.

Lakes, rivers and streams cover approximately 25 per cent of the surface.

The area within 80-100 kilometer radius of Lake Victoria has two rainy seasons a year. The main long rains start in late February and end in April while the short rains start falling in October and run until the middle of December. Thereafter, there is heat from the sun beating down on a cloudless sky. Humidity is generally low.
Through out the year, sunshine avearages 6-10 hours a day, with the least amount naturally coming during the rainy season.

The weather is usually summerlike with no big contrasts. Day temperatures range between 25° and 34°C (77°F - 93°F).

Time
Ugandan time is GMT + 3 hours.

Electricity
The power supply is 240V AC, 50 Hz. Electrical sockets in Uganda are similar to those in the United Kingdom and consist of three blades – two lower blades which are perpendicular to the upper blade.

Persons holding a valid driving license (and are over 18) can drive in Uganda for a period of one month from his/her last arrival in Uganda.

Value Added Tax
The current rate for the Value Added Tax (VAT) is 18%. This is charged on most goods and services except items purchased duty free at Entebbe international Airport.

Smoking Policy
